Third Party Monitoring (TPM) with FAO for Quantitative and Qualitative Data Collection

The Food and Agriculture Organization (FAO) engages Third Party Monitoring (TPM) services in the West Bank and Gaza Strip to strengthen transparency and accountability. Given access restrictions and fragile conditions, independent monitoring ensures reliable data collection, supports decision-making, and enhances learning for food security interventions. Since early 2023, FAO has contracted RAI Consult to provide TPM services in Gaza and the West Bank.

Objectives
The TPM aims to provide FAO with impartial verification of project implementation, collect quantitative and qualitative evidence on beneficiaries, and assess outcomes through baselines, endlines, and post-distribution monitoring. The ultimate goal is to ensure interventions are effective, targeted, and responsive to community needs.

Components

  • Routine monitoring and field verification in WBGS.

  • Baseline and endline surveys for impact assessment.

  • Post distribution/investment monitoring of FAO inputs and grants.

  • Beneficiary data verification and entry.

  • Focus group discussions and case studies.

  • Delivery of reports, datasets, and analysis to FAO for evidence-based planning.
