Evaluation of DRA Gaza Joint Response Project

The Gaza Acute Crisis – DRA Gaza Joint Response (Gaza JR) is an emergency humanitarian initiative aimed at addressing the escalating crisis in the Gaza Strip, oPt. The project focused on delivering critical life-saving services, including water, sanitation, hygiene support (WASH), protection, shelter, multipurpose cash assistance, and health services, with a special emphasis on Mental Health and Psychosocial Support (MHPSS).

Scope of Work

As part of ensuring accountability and continuous improvement, an evaluation was conducted with two main objectives. First, to generate evidence of key achievements and challenges in order to assess how effectively, efficiently, and timely the humanitarian aid has been delivered under Gaza JR. This evaluation follows the OECD-DAC criteria and examines whether the program met the commitments outlined in the project’s log frame.

Secondly, the evaluation aimed to facilitate learning and improvement by identifying lessons learned and best practices across targeted sectors. It assessed how key recommendations from the Real-Time Review (RTR) were implemented and examined challenges that affected project execution. Additionally, the evaluation explored localization efforts and joint advocacy strategies at the Netherlands level, providing insights to strengthen future humanitarian responses.
